Trail West Apartments was initially built as Cherry Lee Apartments, a Section 236 project, in 1972. Since that time, the Newark project with 86 units has offered affordable units to small families while physical improvements were completed on an as-needed basis. Beginning in July 2009, Trail West Apartments began a major renovation targeted at improving the physical conditions of the property for current and future residents. Now a Low-Income Housing Tax Credit property (LIHTC) with HUD mortgage insurance and a long-term Section 8 Housing Assistance Contract, Trail West Apartments is set to continue to provide quality affordable housing for many years to come.

Trail West Apartments is owned by Trail West, Limited, and managed by Millennia Housing Management Limited. The physical improvements were completed through American Preservation Builders, LLC. Along with the HUD involvement, the Ohio Housing Finance Agency awarded a $550,000 Housing Development Assistance Program loan as well as provided the vehicle for the tax-credit equity.

The substantial rehabilitation to Trail West Apartments included both internal and external improvements. Major unit improvements, made while tenants continued to occupy their units, included new HVAC, hot water tanks, electrical fixtures, roofing, entry doors and facades, and windows and cabinetry in every unit. Select units received new interior finishes and appliances. Site work included new dumpsters, landscaping, and parking improvements, with an update to the community building. This substantial rehabilitation added an average of more than $45,000 in hard costs to each unit. Physical improvements to the prop- erty were subcontracted to a significant base of local contractors creating an addi- tional economic stimulus. Internal Trail West renovations were completed ahead of schedule with minor paving, lawn work, and ramp replacements scheduled for spring 2010.
